"And if the supply situation here is tight, it's a lot worse over there, since conditions there were pretty bad to start with. Since the Isle is technically under Auradon rule, it's the kingdom's responsibility to keep it up. Which... admittedly they weren't doing a good job of before, but now that King Ben's in charge, he's serious about changing that, even under current circumstances. There's also a standing offer for anyone on the Isle to be able to earn their freedom by proving they've turned over a new leaf. Kids from there get something of a free pass though, albeit kinda on probation."
